This is the cover of the commentary on the Aircraft Accident Investigation Report issued by the Japan Transport Safety Board in response to the request of the victim's bereaved family 26 years after the accident.

The commentary initially states that "it does not add new analysis or estimation of the cause to the Aircraft Accident Investigation Report."
There is no statement of reexamination of the cause of the accident using the latest analysis method, and it is a restatement of the conventional policy of "everything written in the report".

The publication of the commentary itself can be evaluated in that the country has shown an attitude toward the bereaved family. However, the basic stance of the Ministry of Transport has not changed, and it seems difficult to expect a re-investigation.

Behind the permissible situation is the reality that national law gives absolute authority to accidents.

The law gives privileges to the accident investigation, and even if there is a person who is dissatisfied with the determination of the cause of the accident, an appeal lawsuit cannot be filed to correct it.

Even if the accident report does not disclose all the investigation contents, the authority is exercised in an illegal direction, or the conclusion is clearly irrational, no legally illegal problem arises. The accident report states that the conclusions of the report can be maintained.

It is reminded that the current report has followed 37 years in the advocacy of this law. However, going back to the starting point of "seeing the facts and letting them tell the facts", as long as there are doubts in the report from a scientific point of view, the truth must be clarified and the misunderstanding of the facts should be corrected.

The concern of sensible people is that the younger generation must face a report that reveals scientific questions for the foreseeable future. Above all, if you cannot see the truth, you will not be able to tackle the prevention of recurrence of the accident. In the final chapter of the series, I made the following impressions.
